There is no Steel Type Eeveelution, so there needs to be another way to absorb Mortal Spin. Sticky Hold Covert Cloak does that masterfully while enabling Jolteon to make progress itself with utility moves without fearing Imposter much, as Imposter isn't normally insulated against Mortal Spin's poison like Jolteon.
